VAT IMPACT ASSESSMENT FOR UAE BUSINESSES · DUBAI & UAE

VAT Impact Assessment in Dubai. See the tax effect before the change.

A new product, market, contract or operating model can change your VAT position. A&A helps map the transactions and assess the effect on pricing, cash flow, documents and systems before implementation.

A CLEAR STARTING POINT

What is VAT Impact Assessment?

A VAT impact assessment examines how a proposed business change may affect VAT treatment and operations. It connects the legal and transaction facts with commercial assumptions, system requirements and a practical implementation checklist.

Start with the transaction flow: who supplies what, to whom, from where and under which contract. Labels such as 'export', 'free zone' or 'reimbursement' do not settle the analysis on their own.

We compare the current and proposed arrangements, identify missing facts and document the assumptions that drive the conclusion. The result is a decision aid and action plan, not a blanket promise that one structure is tax-free or more profitable.

DEFINED WORK. USEFUL OUTPUTS.

What does our VAT impact assessment support include?

We agree the work, deliverables and exclusions before starting. The following workstreams guide that conversation; they are not a promise that every case needs the same engagement.

Transaction mapping

Document suppliers, customers, locations, contractual obligations and relevant movements of goods or services.

Treatment assessment

Review the proposed facts against applicable VAT rules and identify uncertainty requiring further advice.

Commercial modelling

Assess how agreed treatment assumptions affect customer prices, margins and the timing of cash.

Systems & documentation

Identify invoice fields, tax codes, evidence and reporting changes needed before launch.

Implementation priorities

Separate decisions needed before contracting from tasks that can follow on an agreed timetable.

Assumptions & handover

Provide the agreed analysis, open questions and action owners. State when a changed fact would require reassessment.

ILLUSTRATIVE EXAMPLE — NOT CLIENT RESULTS

VAT-inclusive versus VAT-exclusive pricing

Illustrative arithmetic only: assume a standard-rated supply at 5%. The applicable treatment must be established before using this example in a contract.

BUILT AROUND YOUR OPERATIONS

Different businesses. Different priorities.

Dubai mainland and free-zone businesses can have different reporting needs. We confirm the entity, activity and applicable requirements instead of assuming one approach fits every company.

Trading & distribution

Goods movements, imports and supplier records can affect the evidence needed. Describe the supply chain as well as the invoice.

Professional services

Contracts, milestones and customer arrangements help explain the actual supply. A description on an invoice may not be sufficient.

Retail & e-commerce

Include platform settlements, credit notes and transaction-level reports so the records can be reconciled beyond a bank deposit.

FEES & DELIVERY

A quote based on the work you need.

Fees for VAT impact assessment are agreed after an initial scope review. Professional fees are separate from any applicable tax, penalties or authority charges. Confirm the deliverables and exclusions in the proposal.

  • Quality and availability of supporting records
  • Transaction complexity and unresolved questions

PRACTICAL ANSWERS

VAT impact assessment. Your questions answered.

Start here, then discuss the details that depend on your records, deadlines and business structure.

Ask the A&A team →
When is an impact assessment useful?

Before a material change to products, contracts, customer markets, systems or operating structure. Early review gives the business time to change documentation and processes.

Does every overseas customer mean zero-rated VAT?

No. The relevant facts and conditions must be reviewed. Customer location alone is not a reliable basis for a conclusion.

Will the assessment tell us how to set prices?

It can explain the financial effect of stated VAT and contractual assumptions. Management still decides pricing and the commercial terms.

Can you review a draft contract?

We can assess VAT-related points within scope and flag questions for legal counsel. This is not a substitute for a full legal review.

What if the planned business model changes?

Reassess the conclusion if material facts change. The report should make its assumptions clear so the team knows when to return for advice.

Does this include changing our accounting system?

The assessment can identify requirements. Configuration, testing and implementation are separately scoped unless specifically included.
